Selecting the wrong eye or face protection is one of those compliance mistakes that can go unnoticed — until someone gets hurt. Handing out a box of safety glasses and calling it done may feel like enough, but OSHA's requirements are more specific than that. The type of protection must match the actual hazard, and safety glasses, goggles, and face shields are not interchangeable.
Employers carry responsibility for assessing the hazard, selecting the right equipment, and making sure employees know how to use it correctly. Incorrect PPE selection can leave workers exposed even when they're wearing protection—which is precisely why eye and face protection consistently appears among the frequently cited OSHA violations year after year.
This article covers the main OSHA requirements for eye and face protection—from hazard assessment and equipment selection to employee training and common compliance mistakes employers often overlook.
Three main OSHA standards apply to most workplaces:
29 CFR 1910.132 covers general PPE requirements, including the employer's obligation to conduct a hazard assessment, select appropriate protection, and train employees. This standard applies across general industry.
OSHA eye and face protection standard (29 CFR 1910.133) specifies what protection is required, when side protection is needed, how to handle prescription lenses, and what performance criteria apply in general industry.
OSHA construction eye protection requirements (29 CFR 1926.102) apply to construction worksites and cover similar protections with construction-specific context.
Additional industry-specific provisions may apply to welding, maritime operations, and certain chemical processes. When in doubt, check the standard that governs your specific industry and task.
Protection is required whenever employees may be exposed to hazards that could injure or irritate the eyes or face. Common exposures that trigger this requirement include:
Flying particles, chips, and fragments
Dust from cutting, grinding, or drilling
Molten metal or sparks
Liquid chemicals or chemical splashes
Acids and caustic liquids
Chemical gases or vapors
Harmful light radiation from welding or cutting
Protection must be selected based on the task and the specific exposure—not assigned generically. Issuing the same pair of safety glasses to everyone on a work crew, regardless of what they're doing, does not automatically satisfy OSHA requirements. Engineering controls and safe work practices should still be used where practical, with PPE serving as an additional layer of protection.
Selection starts with the hazard. Once you understand what the employee is exposed to and how, you can choose protection that actually addresses it.
Grinding, chipping, drilling, cutting, and machining all generate particles that can reach the eyes at high speed. Safety glasses may be appropriate for some impact hazards, but the lens alone isn't enough if objects can approach from the side.
OSHA requires side protection — such as side shields or wrap-around lenses — when flying objects could enter from the side. Ordinary street glasses do not qualify as safety eyewear, even if they look similar. For high-impact work, safety glasses or goggles worn beneath a face shield may be necessary.
Safety glasses leave gaps around the eyes. For tasks involving liquid chemicals, acids, or caustic substances, those gaps can allow a splash to reach the eye even when glasses are being worn.
Chemical splash goggles are designed to seal more completely around the eye area. Whether goggles are required depends on the direction and severity of potential exposure. A face shield may provide additional protection for the face and neck—but as explained below, a face shield alone does not always substitute for primary eye protection.
This is one of the most commonly misunderstood distinctions in PPE selection. A face shield protects a larger area — the face, chin, and sometimes the neck — and can guard against splashes, fragments, and certain radiant hazards. But a face shield does not always provide complete primary eye protection.
For impact hazards, safety glasses or goggles are typically required beneath the face shield. An employee who lifts the shield without wearing anything underneath may be fully exposed in that moment. The shield is best understood as secondary protection that supplements — not replaces — safety glasses or goggles.
Welding and cutting operations expose employees to ultraviolet, infrared, and intense visible radiation that can damage the eyes. Filter lenses must be selected based on the operation and intensity of the exposure. Protection also depends on whether adjacent workers are exposed to reflected radiation.
Even with a welding helmet in place, employees may still need safety glasses underneath for particle hazards when chipping slag or cleaning welds. The helmet addresses the radiant hazard—impact protection may still be required for the task.
Employees who wear prescription lenses still require suitable eye protection. OSHA recognizes two approaches: prescription safety glasses that incorporate the corrective lenses or protective eyewear designed to fit over the prescription glasses. Either option is acceptable as long as the protection is appropriate for the hazard.
Ordinary prescription glasses — even high-quality ones — do not automatically meet OSHA safety eyewear requirements. The lenses may not be impact-rated, and the frames are not designed to prevent objects from entering around or behind them. Employers need to address this specifically in their PPE program.
The OSHA personal protective equipment requirements require employers to assess the workplace to determine whether hazards are present that necessitate PPE. For eye and face protection, that assessment should examine the following:
The specific tasks being performed
Tools, machinery, and materials involved
Direction and velocity of potential particles or splashes
Chemicals present and their splash potential
Exposure to harmful light
Whether hazards can enter from the side
Whether multiple hazards occur simultaneously
Compatibility with other PPE already in use
The assessment should be documented and should drive the PPE selection decision. Selecting equipment before assessing the hazard inverts the process.
Protection that doesn't fit properly may not protect at all. Equipment should remain secure during normal work activity, provide adequate coverage of the eye and face area, and avoid unnecessarily restricting the field of vision. It should also work alongside other required PPE—respirators, hard hats, and hearing protection all need to coexist without one piece displacing or compromising another.
OSHA references ANSI Z87.1 as the applicable performance standard for eye and face protection. Protective eyewear that meets the ANSI Z87.1 marking has been tested for specific hazard categories—but one marking does not make a piece of eyewear suitable for every hazard. Impact-rated safety glasses may not provide chemical splash protection. A face shield may not qualify as primary eye protection for certain exposures. Employers must match the equipment's ratings to the actual exposure.
Issuing protective equipment is not the same as training. OSHA requires that employees understand, before performing hazardous work, the following:
When eye or face protection is necessary
Which equipment is required for each task
How to properly put on, remove, adjust, and wear the equipment
The equipment's limitations
How to care for, maintain, and store the equipment
How to determine when equipment has reached the end of its useful life and should be replaced
Employees should be able to demonstrate that they understand how to use their protection correctly — not just confirm they received it.
Retraining is required when conditions change in a way that affects what employees need to know. That includes:
A change in workplace hazards or procedures
Introduction of different PPE
Previous training no longer applies to current conditions
An employee uses the equipment incorrectly
An employee demonstrates insufficient understanding
Supervisors observe repeated noncompliance
A short orientation video is not proof of competency. Training should be ongoing, not a one-time event.

Damaged or defective PPE must not remain in service. Protective eyewear should be inspected regularly and removed from use when it shows signs such as:
Cracked or chipped lenses
Deep scratches that reduce visibility
Loose or missing side shields
Broken, bent, or distorted frames
Damaged or stretched straps
Clouded or discolored lenses
Chemical contamination that cannot be fully removed
Damaged or pitted face shield windows
Damaged lenses reduce clarity and can obscure hazards. Shared equipment should be disinfected before being reissued. Clean, undamaged, properly stored PPE performs as intended — worn-out equipment that looks functional may not protect at all.
A face shield provides broad coverage but is often secondary protection — not a standalone replacement for safety glasses or goggles. For impact hazards, appropriate primary eye protection is still required underneath. An employee who removes their glasses but keeps the shield in place may be far more exposed than it appears.
Standard safety glasses with no side protection leave openings on both sides of the lens. Where flying particles can approach from an angle, OSHA requires side shields or wrap-around frames. This is commonly missed in grinding, chipping, and machining tasks.
Ordinary prescription glasses are not OSHA-compliant safety eyewear. They are not impact-rated and do not seal or fit like protective equipment. Employers need a specific plan for employees who require corrective lenses — either prescription safety glasses or protective eyewear that fits over them.
Impact safety glasses, chemical goggles, face shields, and welding helmets each address specific hazards. Using the same protection regardless of the task — or layering them in the wrong order — may leave workers exposed. PPE selection must follow the hazard.
Cracked, scratched, or contaminated lenses reduce protection and visibility. Damaged PPE that remains in use may not provide any meaningful protection—and may create a false sense of security. Inspection and replacement need to be built into the routine, not treated as an afterthought.
Issuing equipment and training employees to use it are two different things. An employee who doesn't know the limitations of their eye protection or who wears a face shield without understanding when to add glasses underneath may be operating under a false assumption of safety.
When an eye or face injury does occur on a jobsite, employers should also understand the requirements for reporting construction site injuries under OSHA rules, including when an incident may need to be recorded or reported. Recording and reporting obligations depend on the outcome, severity, and circumstances of the injury—not every eye injury triggers a direct report to OSHA.
A straightforward process helps employers stay ahead of compliance gaps:
1. Identify every task that exposes employees to an eye or face hazard.
2. Complete and document the required workplace hazard assessment.
3. Select protection based on the specific exposure—not the most convenient option.
4. Provide side protection wherever flying objects may approach from the side.
5. Address prescription eyewear needs for employees who wear corrective lenses.
6. Determine whether face shields require appropriate eye protection underneath.
7. Confirm that eye protection is compatible with respirators, hard hats, and other PPE.
8. Train employees on proper use, fit, limitations, and care before hazardous work begins.
9. Inspect equipment regularly and remove damaged or contaminated PPE from service.
10. Retrain employees when hazards, equipment, or observed behavior indicate a need.
Understanding eye and face protection rules is one part of a much broader set of workplace safety responsibilities. Employers and employees who develop a solid foundation in hazard recognition, PPE awareness, and OSHA compliance are better equipped to identify risks before injuries happen — not just after.
That includes knowing how to report unsafe conditions, understanding supervisor accountability, and recognizing when standard procedures are falling short.
