Confined space emergencies become more dangerous when responsibilities are assumed rather than assigned. Workers often know their normal entry duties but remain unclear about who has authority to stop entry, who summons the rescue service, who operates the retrieval system, who may enter the space, who controls the scene, and who transfers hazard information to arriving responders. Ambiguity in any of those areas costs time that rescuers rarely have.

What Are the Employer and Entry Supervisor Responsible For?

Employer or program administrator responsibilities

The employer is responsible for establishing the permit-space program, identifying rescue and emergency procedures, assigning trained personnel, selecting an internal or off-site rescue service, providing required equipment, providing responders access to spaces for planning and practice, reviewing drills and incidents, and confirming that rescue arrangements remain available.

What Is the Confined Space Rescue Team Responsible For?


Rescue team or rescue service

The rescue team or service is responsible for understanding the space hazards, maintaining rescue proficiency, using required PPE and respiratory protection, operating assigned rescue equipment, practicing in actual or representative spaces, coordinating victim access and removal, maintaining first-aid and CPR capability, and informing the employer when the service is unavailable.


Rescue-team leader

The rescue team leader is an employer-assigned operational position rather than a separately mandated OSHA title. When Can Confined Space Roles Be Combined?

One person may perform both roles when the employer has assigned both, the individual is trained and equipped for each, and every required duty can be performed without weakening entrant protection. Where Rescue Plans Break Down

No one has clear emergency authority. Workers do not know who can stop entry or order evacuation, so no one acts decisively when conditions change.
